Former Black Panther DEMOCRAT Bobby Rush's New GUN Bill

U.S. Rep. Bobby Rush, D-Ill., is hoping to pass a firearm-licensing bill that will significantly rewrite gun-ownership laws in America.

Among the more controversial provisions of the bill are requirements that all handgun owners submit to the federal government a photo, thumb print and mental heath records. Further, the bill would order the attorney general to establish a database of every handgun sale, transfer and owner's address in America.

The bill claims its purpose is "to protect the public against the unreasonable risk of injury and death associated with the unrecorded sale or transfer of firearms to criminals and youth."
Columnist David Codrea of Guns Magazine, however, calls it a "ridiculous affront to liberty."
"This is nothing less than a declaration of war on American gun owners," Codrea writes on Gun Rights Examiner.

Rush's proposed bill, H.R. 45, is alternatively known as "Blair Holt's Firearm Licensing and Record of Sale Act of 2009," named after an Illinois teenager killed by a gunshot.

According the bill's text, "On the afternoon of May 10, 2007, Blair Holt, a junior at Julian High School in Chicago, was killed on a public bus riding home from school when he used his body to shield a girl who was in the line of fire after a young man boarded the bus and started shooting."

The bill then argues that interstate firearm trafficking and children dying from gun violence create legitimate cause for the federal government to monitor gun ownership and transfers in new ways.

If passed, the bill would make it illegal to own or possess a "qualifying firearm" – defined as any handgun or any semiautomatic firearm that takes an ammunition clip – without a "Blair Holt" license.

To obtain a "Blair Holt" license, an application must be made that includes a photo, address, all previous aliases, thumb print, completion of a written firearm safety test, release of mental health records to the attorney general and a fee not to exceed $25.

Further, the bill makes it illegal to transfer ownership of a qualifying firearm to anyone who is not a licensed gun dealer or collector. Exceptions to this rule include transfer to family members by gift or bequest and loans, not to exceed 30 days, of a firearm for lawful purposes "between persons who are personally known to each other."

The bill also requires qualifying firearm owners to report all transfers to the attorney general's database. It would also be illegal for a licensed gun owner to fail to record a gun loss or theft within 72 hours or fail to report a change of address within 60 days.

And if a minor obtains a weapon and injures someone with it, the owner of the gun – if deemed to have failed to meet certain safety requirements – faces a multiple-year jail sentence.

H.R. 45 is a resurfacing of 2007's H.R. 2666, which contained much of the same language and was co-sponsored by 15 other representatives and Barack Obama's current chief of staff, Rahm Emmanuel. H.R. 2666 was assigned to the House Judiciary committee, where no action was taken.

H.R. 45 currently has no co-sponsors and is likewise assigned to the House Judiciary committee.

The fact that this Bobby “Everything White Is Racist” Rush, a former black panther, his constituency has no intention of following these laws. This is a blatant attempt to disarm the good guys. It is an attempt to ITENTIFY and CONTROL all handguns in the USA !

The only reason anybody has for taking your gun away is to make you weaker than he is, so he can do something to you that you wouldn’t allow him to do if you were equipped to prevent it.

Like in the movie "red Dawn", noting what it is that separates the group on the inside of the wire from the individuals on the outside ......weapons.

The armed thief is secure in the knowledge that all that is yours is his for the taking once he knows your only defense is to ask, “Please, no?”

There is a reason this crop of politicians want—NEED—an unarmed citizenry.

I didn't even realize we had a Black Panther in the legislature here until BR opened his big flapping trap over Trailblazer Burris. He is not appropriate on so many levels.

Oh and one more thing, if whitey really controls everything motherfucker how many pairs of kneepads DID you wear out during the course of your career huh? I'm sorry but I HATE politicians. The difference between them and Elected Officals is that Elected Officials are ordinary Citizens whose primary focus is to best represent thie views of the people who vote for them and the take every measure to do so. After all they are people who come from the same district trying to make their voice heard. Career Politicians, on the other hand, are celebrities who take every measure to curry favor with their contributors and their primary focus is to keep themselves and their politial party in power.


You can follow this bill. I'll call my congressman (Ron Paul). I'm not one of his cult followers but, I do know he is on our side in this. I'm also going to Join the NRA.

Can you imagine a law that would require you to undergo a background check to attend a Church, read a newspaper, or protest the government? Why is the 2nd Amendment the only Right they want to control and legislate?

BobF - because assasination of the Second Amendment opens the door to the abuse of the other Amendments. The power of the people is in the vote, the free press and their gunsafes. The first two powers are being bastardized by dishonest organizations and socialists. That leaves only our firearms between us and Big Brother's total domination.

This is another effort to do just that. Does anyone in really think that the thugs that are killing each other in Chicago are going to register for a Blair Holt license before they go off on some wild drug shooting spree? Or whatever it is that they're shooting each other for...

The NRA will make sure this doesn't go anywhere. Right? Oh, man, I sure hope so.

We only have one advocacy speaking out for the 2nd amendment, that is the NRA, they are under tremendous pressure to appease the setting lawmakers, they are only as strong as their membership. It's a tough decision every NRA election to keep out the infiltrators that try to undermine from within. You can join and bolster the defense or set back and watch it go like the Congress -- Marxist!!!!

Barack Hussein Obama and his radical appointments all over the agencies of the federal government along with the run amok Democrats in Congress will make George Orwell's "1984" seem like a peaceful time and place to live. We are entering a period of massive foreign policy appeasement coupled with across the board big government socialism enforced with a Gestapo-like legislative iron fist. This gun bill is just one of many ways these people will disarm and control everyones lives.

That is so true and that is why they keep trying to make Bill's like this go through. So far they have failed, I think those of us and politicians on both sides feel like we do too. Guns are on area that from what I have seen are wanted by many on both sides of the political isle. So far anyway.

Mine are so old that it would be really difficult. The newest is almost 30 years old. Hmmm
The Old SMLE cannot be modified except for putting on a scope.
Sometimes old and low tech is the best solution. And the Lee Press in the basement makes the ammo tag useless.
